The not-for-profit ArtsPartners of Central Illinois, together with the City of Peoria Planning Department, Tri-County Regional Planning Commission, Peoria Park District, and Dream Center Peoria, will be using the Our Town grant to create neighborhood-level arts and cultural plans to cultivate artistic talent in the city's neighborhoods.

A consultant team will engage neighborhood residents to map artistic assets, identify potential locations for public art installations and performances, and define a strategy of arts-based development for five neighborhoods. The plans will be structured for future adoption by Peoria's comprehensive plan and inform public art policy that facilitates arts infrastructure, creative industry development, and quality design of the public realm. The population of Peoria is 115,500.
