Long Beach, California, the state's fifth-largest city, is home to a number of renowned arts organizations, such as the Khmer Arts Academy and Long Beach Opera. For more than 30 years, the Public Corporation for the Arts, more commonly known as the Arts Council for Long Beach, has fostered and supported the creation and presentation of arts and culture activities by these and other local arts organizations as well as by individual artists. The arts council's Department of Public Art and Design manages the city's civic improvement projects, which have included Urban Lab, a program aimed at addressing the prevalence of underutilized spaces in the city through public art programming.

With MICD25 support, the arts council's Mobile Arts and Architecture Project will commission the design of a portable, flexible festival stage/set/performance space that will be used by arts presenting organizations throughout the city for special events and community festivals. The venue will be designed to support site-specific performances in underutilized vacant lots owned by the Long Beach Redevelopment Agency and provide a way to bring performances to culturally rich neighborhoods without adequate presenting facilities. The arts council will solicit design concepts that encourage innovative use of materials and technologies from artist-architect teams.
