SPECIFIC TERMS AND CONDITIONS FOR THE ARP GRANTS TO LOCAL ARTS AGENCIES

These Specific Terms and Conditions apply to Local Arts Agencies (LAAs) that are designated to operate on behalf of their local governments or are an operating unit of city or county government that are eligible to make subawards or subgrants under the National Endowment for the Arts opportunity “American Rescue Plan Grants to Local Arts Agencies for Subgranting.” These Specific Terms and Conditions address requirements that apply to both the Local Arts Agency in its role as a subgrantor of Federal funds, and the subrecipient entities who receive such awards.

FUNDING ACCOUNTABLITY AND TRANSPARENCY ACT (FFATA) FREQUENTLY ASKED QUESTIONS

Basic overview and background information regarding FFATA and subaward reporting; Funding Accountability and Transparency Act Subrecipient Reporting System www.fsrs.gov

For subawards issued on or after October 1, 2020, the threshold for reporting is $30,000 or more in federal funds per subaward regardless of the fiscal year of the ARP LAA award.

ARP Locals Subgranting FAQs

REQUESTING PAYMENT

The Arts Endowment has partnered with Enterprise Service Center (ESC), a division of the US Department of Transportation’s Federal Aviation Administration (FAA), to process payments. Payments will be issued to the bank account in your entity’s SAM.gov account. Please ensure that the banking information is correct and up-to-date. If there are questions regarding your organization’s SAM.gov account or banking information you may receive an email from ESC. ESC’s emails are sent from an @faa.gov address. If you have any concerns, contact the Arts Endowment’s Office of Grants Management at grants@arts.gov
 

PROGRESS REPORT REQUIREMENTS

Generally, only one progress report will be required during the period of performance of the award. It is submitted as part of the Payment Request form through REACH. Limit your response to the space provided on the online form.

The Progress Report is due the first time the cumulative amount requested exceeds two thirds (2/3) of the award  amount. The Progress Report must include a description of grant supported activities that,

  • Have been undertaken since the grant period start date, and
  • Are scheduled for the remainder of the grant period.

FINAL REPORTS

Your final reports will be submitted through REACH.  All American Rescue Plan LAAs that are approved to subaward will be required to report on the number of individuals compensated or hired including additional demographic information from your subawardees.  This is to help the Arts Endowment determine the degree to which agency objectives were achieved. The data includes,

    Instructions and forms for all final reports are available at the link above.  The final descriptive report is a summary of the subaward selection process, the number of organizations that applied, and the number of organizations that were awarded that serve underserved populations.

    A spreadsheet of your subawardee’s information, including, but not limited to

    • The number of individuals compensated or hired by subawardees,
    • Subawardee zip code, and
    • Subawardee organizational budget.
