Home to Colorado State University, Fort Collins is largely a college town. To complement the culture of learning typical at most universities, Fort Collins plans to create the Rocky Mountain Regional Arts Incubator (RMRAI) in the downtown area's historic Carnegie building.

The RMRAI will offer students and professionals a multitude of services to assist them in creating, redefining, and sustaining their creative careers in the new economy. The resources will include educational courses on art, music, and entertainment businesses; internships focusing on real world career paths in the arts; continuing education for professional artists and arts organizations; and gallery, performance, studio, and office space. The City of Fort Collins will work in close collaboration with Beet Street, a local arts not-for-profit that will manage the incubator, as well as the Colorado State University School of Arts, Colorado Creative Industries, the Colorado and Nevada State Arts Councils, and the Bohemian Foundation. Project plans will also include the partners' development of incubator curricula, public programming, and a strategic plan; interior space planning for the city-owned landmarked building; community charrettes and landscape design for the surrounding public park; and identity design and promotion for the incubator. New technologies and distance-learning opportunities will be integrated to provide professional development training and regional networking that is expected to support artists and arts organizations throughout the entire Rocky Mountain West region.
